An Independent Monitor Consultant Community Life Advancement Project (CLAP) procured by the National Safety Net Coordinating Office (NASCO) in conjunction with the World Bank has judged Abia SIP high in efficiency and transparency.
The consultants led by Mrs Rosemond Onuoha, made their assessment of the State Cash Transfer Unit’s implementation of Conditional Cash Transfer (CCT) from September 2018 to date and found no cases of dishonesty.
According to the report, 4058 beneficiaries were sampled for the monitoring experiment from a total of 22,846 beneficiaries across the 6 pilot local government areas of Isiala Ngwa North & South, Ugwunagbo, Ukwa East, Ụmụnneochi & Ohafia.
The consultants found that beneficiaries had a low level of grievance participation, no incidents of extortion, and no instances of government meddling in the CCT processes.
It is worth noting that this programme, which is a crucial component of the Social Investment Programme, has injected 1.28 billion Naira into Abia state’s local economy through regular bi-monthly payments of N10,000 to over 22,815 beneficiaries in these six pilot LGAs.
The CLAP Monitors praised the State SIP Office, notably the leadership of Mr Chinenye Nwaogu, the Focal Person.
They praised the commitment of the two teams, led by Okeziem Nwoko of the State Cash Transfer Unit and Mrs Nma Ọma of the State Operating Coordinating Unit, who have continued to demonstrate commitment, integrity, and transparency in the discharge of their duties under the supervision of Mr Chinenye Nwogu.
They anticipate that, now that data for the entire state is available, the Conditional Cash Transfer programme will soon encompass the entire state.
